Additionally, players can now use the holiday restricted items of halloween in Team Fortress 2.

Halloween Contracts Expected To Be Available Following The Halloween Update
Halloween Contracts are a set of Contracts accessed with the ConTracker during Halloween Events.
First introduced in the Scream Fortress 2017 event, these features expanded in subsequent Halloween events.
These contracts are free for all users but are available only for a limited time during the events.
Players currently cannot access contracts in TF2 because the Halloween update has not been released yet.
Based on speculations, they are expected to release sometime within the next week, but no official announcements have confirmed this yet.
When the Scream Fortress update drops, players who don’t have a Soul Gargoyle item will receive one along with the integration of the contract system.
