The easiest way to unlock Shirley is to gain Jerry’s trust by supplying him with drugs. Further, you do not have to do this directly and can use one of your dealers to supply him.
Once you have earned Jerry’s or Meg’s trust, they will introduce you to Shirley and allow you to do business with her.
Finally, once Shirley is available, she will send you a text message confirming that you can order from her.
