Obtain Stardust Source From Stardust Water Pumps
Stardust Water Pumps also function similarly to normal water pumps, but they can extract Stardust Sources from the ground.

Therefore, if you have not unlocked it, you can head to the third tag of the Memetics and start to unlock them, paying the specific costs and fulfilling the prerequisite.
